    Per 9.4, once the marker has moved more than 3 meters away, they have to start at 1 once they come back in.
    I’m not sure what you should call, other than “you’re too far away”, to inform them, but if they continue to stall at greater than 3 meters you can call a violation and play would then stop.

    Yep.

    ..although that brings up an even more interesting scenario:

    M: Stalling 8…9..10
    T: Fast count!
    M: Stall out!

    So in the event of a dual contested stall out vs. fast count, restart at 6? or 8?

    I would say, as per 9.5.4, stall should restart maximum 6. It is not a contested stall-out, it is a contested out-of-bounds call (and either way, 9 is wrong).

    Could one potentially argue continuation and invoke 16.3?
    Does a stall-out count as a foul/violation call? (Speaking of, I just noticed the text says both “foul or violation call” and subsequently “foul, violation or call”, which seems ambiguous)
