Who can call a stall-out? [Section 13]

    Hi,

    I can’t find a crystal clear answer to this question in the rules. The situation is the following. The marker counts to ‘ten’ but does not make a call (forgot or unsure). A defender believes that there should be a stall-out. Can (s)he make the call while not being the marker?

    The main rules don’t seem to forbid this:

    13.3. If a player determines a turnover has occurred they must make the appropriate call immediately.

    And I did not find a statement such as:

    Interpretation | 13.3.
    A “stall out” turnover should typically only be contested by the thrower

    But an interpretation seems to imply the opposite:

    Interpretation | 13.2.2.
    After a ‘stall-out’ the marker calling the stall out […]

    There is no rule that says that a stall out MUST be called by the marker, but in practice it is likely that it will be called by the marker.
