Miscommunication Scene: Cutter fake so much on the dump side, or cutter did not continue the cut and the throw was released because the handler thought the cutter will continue his cut.

Should the stats be counted as a throw-away (handler’s fault) or drop (cutter’s fault)? or Both handler and cutter’s fault? Please let me know why?
