If a stall-out is called and the thrower makes a pass, at a time so it is up for discussion whether it was before or after the T in ten, can the stall-out call be retracted? We had a thrower throw a callahan during high stall panic, and were unsure of how to resolve it?

    – If unconstested it is a turn at the thrower, but if contested it is a callahan. (13.4.1)

This seems to reverse the interests of those in the discussion (which ideally should not matter, but often will)

Can the defense retract their stall-out call if they would rather want a turnover, where the disc stopped?

No. You can only retract a call if you determine it was incorrect (see rule 15.11).

Could one potentially argue continuation and invoke 16.3?
Does a stall-out count as a foul/violation call? (Speaking of, I just noticed the text says both “foul or violation call” and subsequently “foul, violation or call”, which seems ambiguous)

As per the definitions, “A turnover is not considered a violation”, so no, 16.3 does not apply.
