“Extra” continuation after pick

Yet another pick/continuation question. I find that this confusing situation happens often –
Player A passes to player B, and while the disc is in the air a “pick” was called.
Player B, unaware of the pick call, catches and continues another pass to player C, also unaware of the pick call.
The pass to player C failed (“down”), and this down was not affected by the call! So – is this a turnover?

    My thoughts:

Technically, the throw (B->C) happened after the call and so could be treated as any throw that happened after a call. (the “down” counts)

On the other hand, the call was relevant to the throw A->B so no continuation is possible after B established possession. (the “down” doesn’t count)
If none of the events that occurred were affected by the pick call, then the turnover to player C stands, as per rule 16.3.
