12.7.2 is the only instance where contact is “created” vs “initiated”. I’m assuming “initiate contact” is the same as “create contact”. If so, it would be great to unify them for readability/translatability.

I see what you are saying, but given that 12.7.2 is essentially a definition of “initiated contact” it would not be appropriate for 12.7.2 to use the term “initiate”. Hope that makes sense.
