The rules are unclear regarding the stall count after an offsetting foul. I have been handling offsetting fouls in the same way as contested fouls, but the rules do not clearly specify if this is correct.
If it’s not explicitly covered by 9.5.1, 9.5.2, nor 9.5.3, then it’s covered by 9.5.4:
“After all other calls, including “pick”, the stall count restarts at maximum six (6).”
I would agree that is not clearly indicated by the rules. Offsetting fouls according to 17.9.1. are accepted fouls by offence and defence and therefore the stall count should be coming in on “1” and/ or max “9”. But it makes sense to treat an offsetting foul as a “contested foul” and that is also how it is usually indicated by players. Maybe that could be clarified in an annotation?
