Interpretation 7.2 states

If you contact the disc while trying to stop it from rolling out of bounds (but fail) then you must play the disc where it went out (sideline/back of the endzone) (7.11)

Does this mean that only the player on the receiving team (offense) who last touched the disc before it went out of bounds may bring the disc into play? Or, as per interpretation 7.1, may any player on the receiving team then bring the disc into play?

No, anyone can bring the disc into play. Otherwise, what would happen if two different players touched the disc before it goes ob?
