Accidental / tactical fouls from a trailing defender

    When an offensive player receive the disk in a power position or similar, often a defender that is behind the player will accidentally (or tactically) foul the offensive player. This could be by running into the back of their body, or throwing arm, for example. The outcome of this is a foul called and accepted, but the defensive player is allowed to keep their position and immediately provide a force as play is restarted.

    A proposed change would be to require a defender that has caused a foul, while catching up to the offensive player, to return to a position 3m behind the offensive player when play is restarted. The impact of this change is analogous to that of a pick call, where a defender can catch up due to being disadvantaged, except this is the offensive player equivalent.

    Without any change, there is no consequence for a defensive player to play “clumsily” when trying to stop the flow of an offensive player that has beaten them fairly.

    This kind of play is already in breach of several other rules, including 1.6.1, 17.1.1, or where intentional, 1.6.2 or 1.2, all of which would rightly result in a spirit timeout if continued. 1.2 specifically dictates the principle that there are no harsh penalties for inadvertent breaches because we assume adherence to Section 1.

    Besides that the receiver who caught the disc may choose not to even call the foul if they caught the disc and are able to make a throw.
