A breach is when someone breaks a rule, usually via a foul or violation.
Pick is not deemed to be a violation that is caused by offense or defense, which is why 9.5.4 applies.
Marking infractions do not stop play, so 9.5 does not apply.
An accepted travel violation that occurs at stall 8 should have the stall count restart at “Stalling 9”.
