As you said, a turn is possible once the disc is not dead anymore. This happens once a pivot is established, no matter where that is.
The rules are not completely clear what “establishing a pivot is”, but stopping and throwing implies hat you have established a pivot.
If he clearly is not intending to establish that pivot there/make a legitimate throw, he can claim dead disc, but not otherwise.
