what if the person catches the disc in the air and when they land they simultaneously land with one foot in-bounds and one foot out-of-bounds?
That is out-of-bounds.
And it goes on to state that delay of game violation may be called if there is unreasonable delay – does this apply after scoring? There are times where teams delay starting a pull to kill time on the game.
Rule 7.1.1 deals with this: “Teams must prepare for the pull without unreasonable delay.”

Rule 13.7.2 – according to this rule, the turnover location is where the intercepted player stops, but what if they intercept in their defending end zone, does 13.11 apply where they can choose the goal line option or just have to fake a pass from there?
13.11 does apply after an interception.
13.6 states that if someone intentionally drops disc after turnover, they re-establish possession. Does that mean the same player must or any offensive player can?
