Max 9 is only for uncontested fouls or violations by the offense (like throwing/receiving fouls, travel (where the disc has been thrown) etc)
Although a pick is sometimes the direct result of something the offense has done, it should always be treated as “all other calls” and have the stall count resume at Max 6.
