In the current document, the numbering is off in section 18.2: Since 18.2.1 was deleted all numbers need to be decreased by one, but 18.2.6 (“After an accepted travel infraction is called…”) turned into 18.2.4.6 instead of 18.2.5. Its subsections got turned into 18.2.4.{7, 8} instead of 18.2.5.{1, 2}, and the following sections are off by one (18.2.{5-7} instead of 18.2.{6-8}).
