If there is an incomplete pass, and a contested stall out, play restarts with a check where the disc stops (or the closest point on the central zone to where it went OB) – see rule 13.4.3.
But the thrower must have reasonable grounds for why they are contesting the stall out – it can’t just be so that the disc will be in a different location.
